Duties include, but not limited to:
The incumbent is technically administratively responsible for all Agent Cashier input to the Austin Finance Center and Treasury reports, reconciliations and all disbursements and receipts of cash instruments. Incumbent is responsible for maintaining the cash flow so that adequate cash is on hand at all times to operate the daily cashier functions. As Agent Cashier, incumbent is responsible for planning, staffing, directing, training all activities of the Unit, taking prompt action as necessary to modify and/or change existing practices with the objective of efficiency in operations and maintenance of work on a current and accurate basis in accordance with all existing laws and regulations. The incumbent directs the work of a full-time Teller and numerous Fiscal alternate cashiers. In addition, the incumbent provides training and technical advice to five Imprest Cashiers. Determines the acceptability of payment documents and cash items, aided by knowledge of Treasury Department and Department of Veterans Affairs regulations. This requires a mastery of knowledge in banking practices and currency. These documents include, but are not limited to the following:
treasury checks, including VA Pension and Compensation checks, and Social Security checks, money orders, state and local government checks, certified checks, travelers' checks, bond drafts, cashiers' checks, and various Charge/Debit cards. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade as described below:
GS-5 - in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience with banking practices and currency. Experience collecting cash, checks, and/or credit card transactions and preparing receipts and deposits. Experience with security regulations and procedures to endure the safeguarding of cash and financial instruments. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 4 years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as described above. GS-6 - in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
A broad knowledge of a body of financial management regulations, practices, procedures, and policies concerning the receipt, disbursement and accountability of funds; General knowledge of operational functions and procedures such as those related to the preparation of awards, rate changes, stop payments, etc. sufficient to process all kinds of collections and disbursements; A basic knowledge and understanding of established and standardized bookkeeping, accounting procedures and accounting techniques sufficient to handle the duties such as reconciliations of accounts, collections and disbursements; A basic knowledge and understanding of established and standardized bookkeeping, accounting procedures and accounting techniques sufficient to handle the duties such as reconciliations of accounts, collections and disbursement of public funds and double entry recording of transactions; knowledge of office practices and procedures. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
