Performs the full range of supervisory duties for the anatomic pathology laboratory (e.g., autopsy and morgue, histology lab, cytopathology lab, immunohistochemistry, immunofluorescence, and molecular diagnostics) as well as administrative procedures associated with transcription, filing and storage, inventory and supplies, coordinating and recording results of anatomic pathology conferences, monitoring case completion times and coordinating outside consultation cases. - Plans and schedules on-going work. Adjusts staffing levels or work procedures. - Chooses methods for achieving work goals, objectives, and management strategies. - Day-to-day supervision of highly complex test performance. - Is responsible for monitoring histopathology methodologies and specimen examinations to ensure acceptable levels of performance. - Assures corrective action is initiated when test performance deviates from established performance specifications. - Assures orientation, training, and competency assessment of staff. - Implements and monitors quality management activities within anatomic pathology. - Recommends appointment, plans and assigns work, gives advice and counsel, and evaluates work of subordinates. - Develops and recommends policy and procedures for the procurement and service requirements for histopathology/cytopathology equipment and instrumentation. Ensure the appropriate correlation among different instrumentation and methodologies - Serves as a recognized technical expert (technical consultant or technical supervisor as mandated by CLIA) to provide authoritative advice and consultation in areas of anatomical pathology quality control/assurance, records control, proficiency testing, inspection, and accreditation to all levels of the organization. - Evaluates histopathology/cytopathology/molecular pathology activities to assesses ongoing day-to-day compliance with established protocols and guidelines. Recommends policy/protocol changes to correct deficiencies and improve the program. - Creates, applies, and monitors reengineering and continuous performance improvement initiatives, both within the program and/or the organization. - Identifies, defines, and resolves issues associated with complex aspects of the data and ensures the validity of data in relation to the test systems. - Consults with pathologists or equivalent of clinical services to identify histopathology/cytology/molecular pathology needs and to analyze emerging trends and technology and adopts appropriate methods. - Identifies, defines, and resolves problems associated with unique or controversial aspects of the anatomic pathology management program where no direct precedent exists. - Develops technical bulletins, procedures, training materials and other program materials, which ensure accreditation and compliance with all regulatory agencies concerning patient testing, result reporting, and proficiency testing. Not required BASIC REQUIREMENTS a. Citizenship. Candidates must be a United States citizen. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with 38 U.S.C. 7407(a). b. Education. Individuals must meet one of the requirements below:
(1) Successful completion of a full four-year course of study from an accredited college or university, leading to a bachelor's or higher degree, that included a major study in an academic field related to health sciences or allied sciences appropriate to the work of a histopathology technologist, such as, but not limited to clinical biology, microbiology, physiology, pre-medical, medical lab technology, chemistry, immunology, physiology, anatomy; OR, (2) Baccalaureate degree from a regionally accredited college/university with a combination of 30 semester hours (45 quarter hours) of biology and chemistry (must include credit hours in both); OR, (3) Successful completion of two years of progressively higher level graduate education, leading to a master's degree or equivalent graduate degree, with a major study in an academic field related to health sciences or allied sciences appropriate to the position of histopathology technologist, such as clinical biology, microbiology, physiology, pre-medical, medical lab technology, chemistry, immunology, physiology, anatomy. c. Foreign Education. To be creditable, education completed outside the U.S. must have been submitted to a private organization approved by the American Society for Clinical Pathology (ASCP) that specializes in the interpretation of foreign educational credentials, and such education must have been deemed at least equivalent to that gained in conventional U.S. programs. d. Certification. (1) Candidates must currently possess the histotechnologist (HTL) certification given by the ASCP Board of Certification. The ASCP requires completion of one of the following for a candidate to be considered board eligible to take the certification exam:
(a) Successful completion of a histotechnician or histotechnology program accredited by the National Accrediting Agency for Clinical Laboratory Science (NAACLS); OR, (b) One year of full time experience in all of the following:
fixation, embedding, microtomy, processing, and staining in a histopathology (clinical, veterinary, industry, or research) laboratory. d. Physical Requirements. See VA Directive and Handbook 5019. e. English Language Proficiency. Histopathology Technologists must be proficient in spoken and written English as required by 38 U.S.C. 7403(f). GRADE REQUIREMENTS. In addition to the basic requirements for employment listed above, the following experience criteria must be met when determining the grade of candidates. Histopathology Technologist, GS-9 (1) Experience. Must have one year of creditable experience equivalent to the GS-7 grade level, which is directly related to the position to be filled. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience or education above, the candidate must demonstrate all of the following KSAs:
- Skill to develop new policies and guidelines, formulate plans, and the ability to judge effectiveness of the operation.- Knowledge of laboratory quality management procedures and principles. - Knowledge of, and ability to, provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluations; selection of staff; and recommendation of awards, advancements, and, when appropriate, disciplinary actions. - Ability to analyze organizational, technical, and administrative problems to develop and implement solutions that result in efficient overall laboratory operation. - Ability to successfully apply principles and techniques of sound human resources and labor management. - Knowledge and ability to manage fiscal matters of the functions supervised, forecast resource and equipment needs, and administer the allocated budget. - Knowledge of medical technology concepts, principles, practices, and methodologies sufficient to perform the full range of maintenance of both a technical and safety accreditation/testing program. - Comprehensive knowledge to apply new scientific/technological developments and theories to laboratory testing and a grasp of complex laboratory testing issues. - Knowledge of mathematics and statistics as related to quality control, quality assurance, proficiency testing, inspection and accreditation, and continuous quality improvement. - Knowledge of the types of surveillance needed to monitor variables that affect quality of services and skill in evaluating, interpreting, and teaching others to use quality control procedures and implementing corrective actions. - Knowledge of federal, VHA, and state laws and regulations, reference standards, medicolegal responsibilities, and certifying and accrediting agency requirements to carry out the work in each ancillary testing site.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
