Supervisory Veterans Claims Examiner (Assistant Education Officer)

The incumbent serves as an Assistant Education Officer in the Education Division. In this capacity, the incumbent provides leadership and direction to the Education Division and coordinates activities with other Divisions in the Regional Office, as well as other RPOs. Provides information to Veterans, their dependents and survivors regarding Education benefits under laws administered by VA. Provides leadership and direction to the Division and coordinates activities with other Divisions and Regional Offices. Champions the principles of quality improvement and assures timely, accurate products of high quality and provided to Veterans. Uses delegation to make decisions including basic eligibility for EDU programs. Assumes final responsibility for proper interpretation and uniform application of laws, regulations and instructions. Ensures Division follows VBA program integrity objectives which are monitored through internal control processes. Evaluates effectiveness of assigned programs. Identifies and develops ways to resolve problems or cope with issues which directly affect org accomplishments. Reviews the most complex cases prior to final claims determination. Evaluates effectiveness of assigned programs. Identifies and develops ways to resolve problems or cope with issues which directly affect org accomplishments. Assists in developing milestone plans and objectives for assigned management projects. Performs broad and complex studies and analyses across org and functional lines on a variety or projects, issues and case studies. Provides supervision, direction guidance and leadership in effective methods to task work, solve problems, answer questions, correct deficiencies, evaluate support and to assure the mission and program objectives are being met. Initiates personnel actions (recruitment, promotion, reclassification), interviews and selects employees and actively supports a diverse workforce. Sets performance standards and evaluates the work of employees. Hears and resolves grievances. Effectuates disciplinary actions. Evaluates training needs and develops skills of others. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
Applicants must have one year of specialized experience equivalent to the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience is characterized by a thorough knowledge of general laws affecting Veteran's Education Programs and Benefits and a full and complete knowledge of the laws, regulations, precedent opinions of the Court of Veterans Appeals, authoritative opinions of the General Counsel, and the procedural requirements affecting the entire field of Education benefits' programs. Candidates must also have demonstrated in their work experience or training that they possess, or have the potential to develop, the qualities to successfully supervise subordinates (including managers and coaches) and to operate and manage a successful Regional Education Process Office. Knowledge of the major VA Education Programs, multi-state education claims processing activities, and national education workload. Knowledge of human resources management systems administered on merit principles. Ability to manage and/or supervise (plan, organize, direct, control, review, etc.) the work activities of subordinates. Ability to analyze (i.e., review and evaluate), comprehend, and apply decisions derived from a variety of data or complex information. Ability to establish and maintain effective communication (oral and written) with persons both within and outside an organization, from many different backgrounds, and with different levels of education and competence. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
