Education Liaison Representative (ELR)

Duties may include, but are not limited to:
-Exercises statewide coordination for these programs by assuring consistent interpretation throughout VA regulations and VA procedural publications governing the education programs and to assure dissemination of this information to schools and training establishments. -Prepares policy statements and informational correspondence for educational institutions and training establishments, which become the policy of the RPO when promulgated. -Is considered an expert in his/her field and makes independent decisions in line with VA-wide policy and policies established by station management. -Is responsible for the assignment of schools to be surveyed, assigning Education Compliance Survey Specialists (ECSS) or State Approving Agencies (SAA) to conduct regular and special compliance surveys and Title VI reviews. -Reviews compliance and Title VI surveys, job development reports, and complaints to determine deficiencies in institutions offering approved courses to VA beneficiaries, informing the State Approving Agency or officials of the school or training establishment, of the deficiencies requiring corrective action. -Responsible for the review and acceptance of all approvals, original and revised, for all institutions and training establishments. -Responsible for reviewing proposals by Federal Agencies to offer training under Title 38, U.S.C., and forwarding these proposals to the Director, Education Service, VA Central Office. -Works cooperatively with the State Approving Agency officials in resolving complex problems relating to Program approval, supervisory inspection, and withdrawal of approval for Title 38, U.S.C. purposes. -Serves as the representative of the station Director in negotiation of contracts and supplemental contracts with the State Approving Agencies and recommends approval or rejection of these documents to the Director. -Conducts workshops for officials of all training institutions to advise and counsel them on VA regulations and directives, and to inform them about VA policy, procedures, required reports, and proper completion of the necessary forms. -Must be an expert with regard to all the laws and regulations pertaining to the educational program under Chapters 31, 32, 30, 33, 34, 35, 1606 and 36 Title 38, U.S.C.:
Title VI, Civil Rights Act of 1964, Federal Aviation Administration Regulations, particularly Parts 61 and 141, and must keep abreast of all new educational and training concepts and educational systems. -Must know the U.S. Department of Labor and State Department of Industrial Relations codes and their application to apprenticeship and other on-the-job training programs and be completely informed on all the requirements for establishing each type in the private or governmental sectors. -Must be able to work with State Employment officials and offer technical advice concerning Title VI of the Civil Rights Act of 1964, the provisions of Executive Order 11246 and Title IX of the Equal Employment Rights Act. -Must be able to deal effectively with officials of institutions of higher learning, of training establishments, of education associations, of labor management organizations, and of State and other Federal agencies. The work is mostly sedentary with occasional walking, bending, reaching and driving. Incumbent will generally lift office files and folders up to twenty pounds. Work requires lengthy periods viewing video display terminals and extensive use of computer keyboarding. Promotion Potential:
GS-11 To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/19/2020. Time-In-Grade Requirement:
Applicants, who are current Federal employees and have held a GS grade any time in the past 52 weeks, must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position, you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:

Experience:
To qualify at the GS-11 grade, you must have one year (52 weeks) of specialized experience equivalent to the GS-09 or higher. Specialized experience should include experience with the full range of understanding of State Approving Agencies (SAA) activities and processes as it relates to approval and acceptance of school and training facilities. The knowledge of SAA contracts and the process of reviewing these contracts for accuracy and completeness. Ability to solve complex problems with SAA relating to the inspection, approval and supervision of training institutions and establishments under the law. OR Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level, you must have a Ph.D. or equivalent graduate degree (including LL.B. or J.D. if related) or you must have completed three (3) full years of progressively higher-level graduate education leading to such a degree and which demonstrates the competencies necessary to do the work. OR Combination:
A combination of successfully completed graduate education and experience may be used to meet total qualification requirements. To calculate the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two (2) years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
