Civilian Pay Supervisor

The Civilian Pay Supervisor leads and directs the work activities of assigned payroll employees throughout the VA New York Harbor System. They are responsible for the accurate and efficient operation of the payroll activity and the HR Smart/PAID Control Unit. Responsibilities of this position include but are not limited to the following:
- Receive incoming pay directives, policies and instructions from higher headquarter and implements changes. Advise and guide timekeepers on internal matters involving regulatory requirements, statutory provisions, procedures, systems, or problems which may arise from changes. - Supervises and monitors work of subordinates in the payroll unit, ensuring deadlines are met and all work is completed in a timely and accurate manner. - Identifies and resolves inconsistencies to ensure accuracy and adequacy of information; Presents findings and make recommendations to the management. - Preparing and issuing written internal procedures and instructions and revise as needed. - The incumbent receives, analyzes, and balances problems relating to automated pay systems and application such as the PAID, REMEDY, VISTA and the DCPS and manually inputs time sensitive data as required into the system. - The incumbent's specialized knowledge is highly critical in ensuring accurate pay and customer satisfaction. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. In a one-grade interval series, experience at the second lower grade level can be credited when there is no position in the normal line of progression that is one grade lower than the position being filled. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
analyzes, and balances problems relating to automated pay systems, audits and reconciles civilian pay inquires; Identifies and resolves inconsistencies to ensure accuracy and adequacy of information; Presents findings and make recommendations to the management. You will be rated on the following Competencies for this position:

A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
