Health System Specialist

Duties include but may not be limited to:
Advises senior medical center executives, physicians, and service staff on matters relating to all legislative and policies regarding Community Care; Serves as subject matter expert for Community Care; Establishes local policy within the context of national directives and legislation regarding the implementation of purchased care activities; Researches and/or analyzes program issues and/or requirements based on changing operational and program requirements, identifies relevant issues, and provides expert analysis and advice on complex program issues; Serves as a liaison for the medical center with external medical providers and clinical groups; Builds and maintains collaborative relationships with community suppliers of multiple entities, to assure every opportunity for Veteran care is timely and of high quality; Analyzes management techniques, processes, and styles for improving organizational effectiveness; Assesses and develops strategic initiatives that respond to VA Western New York Healthcare System's (VANYHS) future goals and enhances the medical center's financial effectiveness; Conducts management improvement studies that improve the quality of non-VA care veteran patients receive and/or maximizes the funds available for non-VA care. Recognizing the competitive environment of accessing healthcare in the community, establishes partnerships that will withstand the ups and downs of the price/supply/demand equations; Performs supervisory duties to include developing plans, milestones, and policies for the accomplishment of assigned functions on an immediate and long-range basis; Determines methodologies and approaches for staff use in successfully completing assigned functions; Executes administrative and personnel management responsibilities related to the Community Care Department; Performs other duties as assigned. SPECIALIZED
Experience:
Requires one (1) year of specialized experience equivalent to the next lower grade level (GS-11) in Federal Service that has provided you with the knowledge, skills, and abilities necessary to perform the duties of this Health Systems Specialist GS-12 position. Specialized experience includes; progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
(a) Missions, organizations, programs, and requirements of health care delivery systems; (b) Regulations and standards of various regulatory and credentialing groups; (c) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel and procurement. Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
