Program Analyst

Duties are but not limited to:
Independently researches VA data resources and develops an in-depth understanding of how databases and reports are organized and the types of data available from them. Incumbent develops databases that support benchmarking of data to include financial data, patient population and workload which produce information that help evaluate/analyze, on a quantitative or qualitative basis, the effectiveness of programs on meeting established goals and objectives. Ensures the accuracy of the information delivered. Works collaboratively with the Medical Center Business Office to establish new data collection procedures for specific programmatic activities or for programmatic evaluation, revenue and collections increases, and cost benefits analyses.Independently researches and obtains data from external sources for benchmarking and increase in revenue generation. Ability to make oral and written reports and presentations; prepares and presents graphical statistics, presents recommendations and conclusions based on analysis and evaluations in such form and manner that is useful to management officials/Leadership. Serves as a liaison and independently executes Provider Agreements with external stakeholders in enhancing access improvement as it impacts workload and revenue generation. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 for the GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge in applying advanced analytic techniques in data acquisition and analysis with corporate databases. Knowledge in planning, scheduling, and carrying out major projects concerning analysis and evaluation of programs or data, developing data definitions, conducting data validation, and collaborating with stakeholders. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
