- Incumbent delegates authority for the enforcement of Federal statues in the physical protection of all personnel and property, the protection of the civil rights of all persons, and the preservation of safe, secure, and peaceful environment requisite to medical treatment initiatives on all property owned and/or under the control of the Department of Veterans Affairs -The incumbent is responsible on a regular and recurring basis for providing guidance to other facility managers and/or upper management officials in all aspects of security and law enforcement activity at these complex integrated facilities. The incumbent plans and advises on security needs and problems, interprets Departmental security guidelines, and issues instructions on methods and procedures for application of these initiatives. In performing these functions the Police Chief demonstrates sustained proficiency in the acquisition of all security systems involved in surveillance activities, photographic identification and access control, as well as alarms. -The incumbent is responsible for the overall management of all enforcement activities in that he/she is the highest technical authority at the facilities and must provide leadership in the implementation of these initiatives, promoting and negotiating polices, while also demonstrating decision making capabilities that reflect understanding of complex and sometimes sensitive issues. -The incumbent plans and directs the Healthcare Systems on going security and crime prevention programs by directing unannounced vulnerability surveys throughout the facilities and the periodic analysis of crimes occurring at and contiguous to the facilities so as to make timely decisions to correct perceived weaknesses. The Police Chiefs primary objective in the functional area of responsibility is to deter crime. If his deterrent effort fails, incumbent must take a positive stance while exercising direction and control over investigations into criminal activities so as to ensure the legally and technically correct handling of offenders. The incumbent's judgment in these areas of responsibility must remain reflective of management goals in the effective, uninterrupted delivery of coordinated medical care programs. -The incumbent continuously applies his/her comprehensive knowledge of security and law enforcement requirements to review, evaluate and recommend policy on police equipment and weapons, illegal drug activity and adverse media coverage. -The incumbent is responsible for day-to-day operation of the Police and Security Section and the overall management of the Medical Center security, by the development of program goals, independently and/or jointly with higher management. -The Police Chief determines the need for and the development of organizational skills. -Determines resource needs, allocates resources in determining security deficiencies and weaknesses, and takes or recommends corrective action. -Coordinates program efforts with internal activities and/or with activities of other agencies. -Incumbent meets daily with tope management officials and deals with other managers within the Healthcare System community. Resolves problems regarding law enforcement matters affecting management. -Responsible for completing Network Directives to include sharing of resources, training and investigative initiatives. -Responsible on a recurring basis for providing advice, guidance and assistance to the Integrated Network, Police and Security Service/Section Chiefs and to management officials of other VAMC's and installations within the Network on all aspects of security and law enforcement activities. Physical Requirements:
The incumbent must undergo and pass an annual physical for Police Officers in accordance with VA Directive and Handbook 0730. Since the duties of this position are exacting and responsible, and involve activities under trying circumstances, the incumbent must possess emotional and mental stability. He/she is confronted daily with physical demands, such as responding to emergency situations. This includes moderate to arduous physical exertion; the ability to run, climb multiple stairs, lifting disabled or injured individuals, crawling, crouching and standing for long periods of rime. The incumbent, on a reoccurring basis is required to use his/her physical ability to restrain violent person(s) using unarmed defensive tactics. This position authorizes the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922(g)(91)). Candidates who have been convicted of a misdemeanor crime of domestic violence are not qualified for this position. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment (Title 18, U.S.C., Section 1001). ADDITIONAL REQUIREMENTS FOR POLICE OFFICER POSITION:
1. Applicants must possess a current, valid State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. 2. VA Police Officers must be able to achieve and maintain mandatory firearm qualification/certification. 3. New VA Police Officers are required to attend and successfully pass an 10-week course at the VA Law Enforcement Training Center in Little Rock, Arkansas within 90 days of entry on duty. 4. A character investigation may be conducted on applicants selected for employment. The purpose of such an investigation is to secure evidence of the candidate's honesty, integrity, general character, and loyalty to the U.S. Government. 5. A medical examination is required. The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature. The following medical requirements apply to all applicants:
good near and distant vision, ability to distinguish basic colors, and ability to hear the conversational voice. 6. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
