Program Specialist

Manage administrative functions associated with EMS Services (Housekeeping, Laundry, Transportation, Grounds) Assist and support managers and subordinate supervisors by coordinating a variety of functions and activities associated with each service. Provide program management and organizational support for planning, analyzing, coordinating, evaluating, and directing the development of priorities, performance metrics, resource allocations, work force management, and performance for organizational objectives to improve operational requirements. Provide budget/fund control, contract (COR)management, monitors daily workflow for acceptability and timeliness. Coordinate the administrative aspects of the services to ensure program efficiency and productivity. Plans and accomplishes special projects. Uses initiative and unique approaches to perform a variety of duties related to special projects involving administrative or support issues. Performs work involving the collection, compilation, and tracking of data and statistical information in support of Environmental Management's operations which include Environmental Rounds, Surveillance Rounds, Unannounced Rounds, VISN2 Monitor and Reports. Monitors and controls business papers, correspondence, and records throughout the service which includes the coordination of time sensitive action papers with office and agency staff. Organizes EMS materials for the service. Receives, assigns, and monitors externally and internally generated correspondences and inquiries. Follows up to ensure observance of deadlines and coordination of internal comments. Communicates in person, through written correspondence and by telephone with a wide range of contacts relevant to the completion of tasks essential to the daily operations of the programs. Produces a variety of standardized documents such as letters and reports by utilizing word processing software. Generates specific working documents and forms such as databases, graphs, and charts by utilizing software programs such as Access and Excel and VATAS (timekeeping). Frequently prepares written documents and correspondence in support of EMS. Evaluates trends for the various programs for each ensuing fiscal year. Requests for additional funds or transfers of funds are coordinated with Fiscal Service so that there are no unexpected financial crises at the end of each quarter. Performs a variety of additional administrative tasks associated with maintaining the work performed by EMS such as information control and tracking equipment, supplies, services, and personnel actions. Serves Customers on behalf of the Department by communicating in person, making appointments or directing communications through managers and supervisors. Performs a wide variety of administrative functions including assisting supervisor by managing/coordinating program processes such as maintaining program requirements/validation criteria. The Program Specialist is the primary liaison between the various departments within EMS and the Chief of the services. Tracks Environmental Managements vendor's information regarding product, i.e., sharps containers, sensitive totes and consoles for VA WNYHCS Buffalo and Batavia. Other duties as assigned. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
developing training programs, analyzing work process to determine educational needs, evaluating training outcomes, modifying training procedures, providing training to staff, conducting formal and informal in-service and continuing education programs, providing reports on training status, scheduling and auditing process, and tasks that involved recommending nd coordinating improvement activities. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. if related.
