Human Resource Management Specialist

The incumbent serves as a Human Resources Specialist for the Buffalo Regional Office and is responsible for a full range of human resources duties. The incumbent is responsible for coordinating the recruitment and retention of a highly qualified workforce to service our nations Veterans by applying applicable laws and regulations while utilizing various hiring authorities. Other responsibilities include:
Provide managers and employees with clear and concise interpretation of the agencies policies, procedures, and guidelines as it relates to internal and external recruitment such as Merit Promotion announcements and direct hiring authorities. Counsel and advise employees on human resources policies and procedures in the areas of recruitment and placement, benefits, leave administration, worker's compensation, military leave, hardship transfer, and reasonable accommodation. Research state laws, federal laws, union contract agreements, and case laws, to provide accurate and timely information to management and employees on various issues. Responsible for coordinating and administering the worker's compensation program. Coordinate the recruitment and hiring process which includes identifying and advising managers on the most effective and efficient strategies to maximize the qualified candidate pool. Coordinate employee personnel actions between the Divisions and our Human Resource Center. Provides information, advice and guidance to management officials and individual employees on employee benefits when complicated issues arise of a sensitive nature. Provide one-on-one employee assistance on retirement options, resume writing, interviewing skills, leave, childcare subsidy applications, and other benefits. Conduct new employee orientation (in processing) sessions, which include the completion of required employment forms, and a benefits presentation on valuable VA benefits and programs such as health benefits, life insurance, thrift savings plan, leave, retirement, and other miscellaneous subjects. Coordinates the processing of various personnel actions with the HRC Des Moines staff. Writes and revises HRM policy statements to reflect current VA Human Resources Management requirements and provides interpretation of policy to manger and employees. Work schedule:

Experience:
Applicants must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization that has equipped them with the particular knowledge skills and abilities to successfully perform the duties of the position. Examples of specialized experience include:
experience applying Federal Human Resources laws, regulations, and/or policy and procedures; experience working independently, coordinating programs/projects and prioritizing competing tasks; experience verbally communicating on a variety of topics in diverse settings/audiences; experience drafting letters, memorandums, and other forms of written communications; experience pulling reports, analyzing data, and drafting reports. OR At the GS -09 Applicants may substitute a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR Applicants may also combine education and experience to qualify. To calculate, first identify the percentage of required education you have earned. When substituting you can use graduate level education you have earned beyond a bachelor's degree. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (1) For example, an applicant who has 75 semester hours of education (i.e. 15 semester hours beyond the second year, which is the equivalent of 25% of the required education) and has 9 months of specialized experience, would have the 1-year combination required for the position. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
