Procurement Technician

Procurement Technician / PD# 02039-A Serves as a Procurement Technician in the Network Contracting Office. Verifies the accuracy of item and vendor files to improve reporting times and the quality of data being reported. Responsible for expiring contract log upkeep and for the notification to service lines of expiring reports. Works within established policies and procedures to complete a wide variety of administrative tasks. Conducts and documents market research to identify small, disadvantaged, veteran, disabled veteran and women owned business concerns and for relaying information obtained to appropriate acquisition managers. Performs as recorder at bid openings. Prepares bid abstracts ensuring confidentiality and accuracy of all documents. Periodically assists the procurement staff in producing a management information report on the status of the advanced procurement plan. Coordinates the administration of Privacy, Cyber-Security, CBI, and any other required training for applicable contractor employees. Recommends payment or nonpayment of contracting invoices based on evaluation of contractors' progress and initiating paperwork process. Gathers and organizes solicitation information as requested by the procurement staff. Performs contract follow up duties such as coordinating with contractors to resolve delinquent deliveries and outstanding invoices. Experience:
Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in the organization. Examples of specialized experience include experience with:
An organization's programs and technical requirements sufficient to plan and carry out a procurement program. Advising technical representatives in procurement planning and preparation of statements for work. Performing standard mathematical calculations. VA and Federal (or similar) Procurement Regulations as they apply to contract solicitation and administration. Construction and service type contracts, sole source contracts, small purchase procedures, requests for quotations and requests for proposals. There is no educational equivalent to qualify for this position. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
