Lead Police Officer

The Lead Police Officer's primary duties are the performance of law enforcement work in the preservation of the peace; the prevention, detection, and Investigation of crimes. To include arrest of violators; the control of traffic; the provision of assistance for citizens in emergency situations, including the protection of personnel, civil rights, and VA owned or controlled property. The VA Police Officer assures compliance with federal, state, county and municipal laws and ordinances as they pertain to VA property and agency rules and regulations pertaining to law enforcement work. Specific duties and responsibilities include but are not limited to:
-Recognizes and determine if a-crime is about to be committed, is in the process of being committed or has already been committed. -Distinguishes and properly classifies criminal or civil violations that may occur. -Recognizes differences in normal and deviant behavior. -Independently conducts foot patrol for a prescribed patrol area over the course of a regular shift. -Writes uniform offense reports covering incidents on his/her shift containing pertinent information, which is factual, classified properly, and submits such reports in a timely manner. -Inform individuals about their constitutional rights as suspects and/or witness/Employees of Union Representation or Weingarten rights. -Responds to calls or alarms involving crimes in progress or just discovered. -Questions victims and witnesses at the scene of an incident to determine the reasons for a call for assistance. -Issues citations for personally observed violations of the law, rules or regulations. -Assists victims of accidents or assaults by providing first aid, and/or calling for medical assistance in transporting to specific location for medical treatment. -Obtains statements from persons involved In or witnessing accidents. -Records observations about traffic conditions, vehicle locations and other pertinent information for accident reports. -Pursues and apprehends persons fleeing a crime scene or attempting to resist arrest while on VA property. -Subdues individuals causing disturbances such as in family disputes, disrupting normal working operations, etc. -Identifies and reacts to overcome life threatening situations such as natural or manmade disasters, hostage, barrier, terrorist attack, kidnapping or felony assault. -Identifies violators based on eyewitness accounts. -Gives out crime prevention information and advice during patrols and when in contact with Individuals. -Negotiates with emotionally unstable individuals posing an imminent or direct threat to the life of the officer, innocent victims or bystanders. -Directs traffic, ensuring normal traffic flow, especially during congested times such as shift change and when an accident has occurred -Seeks, detects and protects evidence and witnesses. -Takes statements from witnesses -Clarifies conflicting statements. -Interrogates suspects. -Detains suspects and witnesses. -Makes arrests. -Releases to detectives or investigators information gathered at the scene of an incident or from an investigation. -Conducting long and short-term investigations when solutions cannot be achieved during the course of a normal patrol shift(s). -Develops Informant and informant network. -Analyzes facts to quickly identify suspects and develops case information for use in pressing charges and bringing suspects to trial. -Reports fire and safety hazards detected and takes immediate action to extinguish or control fires discovered and to temporarily correct unsafe conditions during fire, storm or other emergencies. Assists persons to safety areas, takes prompt action to evacuate persons from dangerous areas. -Familiarizes himself/herself with various court procedures and testifies in a court of law when necessary knowing what is and is not acceptable testimony. -Coordinates with other law enforcement agencies to gather facts or evidence for use in assigned cases when necessary Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements:
The work requires, on a regular and recurring basis, considerable and strenuous, physical exertion, such as frequent climbing of multiple flights of stairs, walking while on patrol, running while pursuing observed violators or suspects and eloping committed patients, crouching or crawling in restrictive areas during search, standing for prolonged periods of time, and frequent exposure to inclement weather conditions, such as rain and extreme cold in winter and extreme heat in the summer while on outside patrol. Extreme physical exertion to restrain felons or psychotic patients in a safe manner, and lifting heavy objects over 50 pounds. LAUTENBERG AMENDEMENT:
This position authorizes the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922(g)(91)). Candidates who have been convicted of a misdemeanor crime of domestic violence are not qualified for this position. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment (Title 18, U.S.C., Section 1001). ADDITIONAL REQUIREMENTS FOR POLICE OFFICER POSITION:
1. Applicants must possess a current, valid State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. 2. VA Police Officers must be able to achieve and maintain mandatory firearm qualification/certification. 3. New VA Police Officers are required to attend and successfully pass an 10-week course at the VA Law Enforcement Training Center in Little Rock, Arkansas within 90 days of entry on duty. 4. A character investigation may be conducted on applicants selected for employment. The purpose of such an investigation is to secure evidence of the candidate's honesty, integrity, general character, and loyalty to the U.S. Government.5. A medical examination is required. The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature. The following medical requirements apply to all applicants:
good near and distant vision, ability to distinguish basic colors, and ability to hear the conversational voice.6. Applicants and employees must have the capacity to perform the essential functions of the position without risk to themselves or others. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
