Supervises activities of all pharmacy staff including supervisors, pharmacists, technicians and administrative staff. Formulates long and short- term goals for the Pharmacy and coordinates these with the goals of the medical center in collaboration with the Chief of Pharmacy. Develops an action plan to accomplish these goals within the resources available. Prioritizes goals on a yearly, monthly and daily basis to produce the desired results. Prepares estimates and justifies the annual budget requirements based on quarterly monetary needs for medications, supplies, equipment and personnel in collaboration with the Chief of Pharmacy. Recruits, interviews and selects suitable personnel, in collaboration with the Chief of Pharmacy and Human Resources, in order to maintain a staff that can effectively fulfill the needs of the Pharmacy Service. Controls and accounts for all regulated substances in the Pharmacy in accordance with station policy, VA, and DEA regulations. This responsibility includes establishing and maintaining reports and participating in inspections. Provides advice, counsel and instruction to individual supervisors and employees, concerning both work and administrative matters. Establishes, controls, and monitors the inventory levels and turn-over rate of pharmacy supplies. Reviews the distribution of these supplies to patients, nursing units and clinics for their timely distribution and appropriate use. Documents expenditures, buying trends, workload fluctuations and conditions affecting these costs. Ensures that procedures, methods and work schedules for the efficient accomplishment of the pharmacy operations are effectively and fully managed. Complies with labor-management agreement for Bargaining Unit Employees. Approves or disapproves vacation requests complying with union contracts. Coordinates pharmacy activities with other services and clinics of the Medical Center. Develops and documents employee performance. Evaluates work performance of employees under his/her supervision. Provides disciplinary action when necessary. Resolves employee conflicts and complaints. Promotes pleasant work environment. Rewards exemplary performance. Maintains an effective liaison with all professional and administrative disciplines within the health care system. Works cooperatively with other health care system managers to accomplish Pharmacy goals, and fulfill the short-term and long-term objectives for the health care system. The Associate Chief of Pharmacy Operations has the prime responsibility for providing leadership, direction and oversight of pharmacy operations within the inpatient and outpatient pharmacy and for the professional and administrative activities supporting these services. Coordinates and maintains all aspects of Pharmacy Operations including medication distribution, construction, equipment, technology, automation and contracting. Establishes and updates policies and procedures to assure the timely, accurate distribution of medications and medical supplies to outpatients, inpatients, and residents in the Community Living Centers (CLC). These must comply with federal and state laws, the standards of the Joint Commission on Accreditation of Healthcare Organizations (JCAHO), the Food and Drug Administration (FDA), the Drug Enforcement Administration (DEA), and requirements of systematic review programs. Prepares projections and justification for budgetary, personnel, and space requirements for pharmacy operations, considering the changing and expanding role of pharmacy and the long-range goals of the health care system. In concert with Fiscal Service, maintains an efficient system for records and accounts maintenance, utilizing the IFCAP System for all transactions and budget control. In concert with the Acquisition and Materiel Management Service, maintains an effective mechanism for the timely procurement of drugs and supplies. The functions of budget control are particularly significant as the pharmacy fund control points account for one of the largest Works closely with upper management to coordinate programs with other services and keeps them informed of the impact of new legislation, directives, policies, and procedures on service programs. Pharmacists employed by the Department of Veteran Affairs must be proficient in written and spoken English. Education:
Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education. Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure:
Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. Preferred

Grade Determinations at the GS-14 Grade level:
In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. All Associate Service Chief are responsible for coordinating multiple programs in pharmacy service in a medical facility. Serves as the Acting Service Chief in the absence of the Service Chief. Develops and maintains a system of internal reviews that ensure service programs operate at a satisfactory level of performance and in compliance with regulatory and accrediting bodies. Responsible for pharmacy utilization of resources and budget. Makes selections, assigns personnel, and serves as a mentor to help employees develop their full potential.
