WHAT DOES A MANAGEMENT & PROGRAM ANALYST DO? You will be responsible for accomplishing various analytical studies and/or projects involving matters which require complex negotiations with national representatives of National Treasury Employee Union (NTEU). In this role; you will coordinate the impact of the project or negotiations with management at the highest level of the organization. Possessing an extensive knowledge and expertise in the National Agreement, you will carry out high level discussions with members of the leadership team and serve as a labor relations subject matter expert point of contact. As a Management & Program Analyst you will:
Meet with leadership to participate defining the overall goals and objectives of the functions Labor and Employee Relations programs; Prepare recommendation for resource requirements to accomplish program or project goals Plan, coordinate, and establish operating methods and procedures for accomplishment of project mission; as needed, direct the development and accomplishment of employee training relating to the project Operate as one of the primary points of contact for labor and employee relations strategic plans; prepare complex action plans, schedules and timelines for various phases of negotiations; ensure that plans are consistent with Service goals, schedules, and policies Serve as a resource for senior executives and managers in all labor relations matters and provides expert and authoritative technical advice on a wide variety of highly complex and potentially sensitive labor relations problems and issues Prepare recommendations to accomplish assigned projects. Prepare and/or review agency directives, IRM issuances, memoranda, TAS-wide policy statements, and other written guidelines and recommendations relating to projects and negotiations Conduct in-depth analyses of project data, requirements, and impact; identifies problem areas and determines how to resolve them; Manage project resources to meet goals and objectives. As needed, recommends adjustment of resources Conduct briefings and prepare comprehensive reports to keep managers and executives advised of labor relations issues and progress and to communicate findings and recommendations Provide authoritative and well researched LR guidance to management on items having organization wide implications. Deliver training for managers on various LR topics, trends and hot issues; Represent Taxpayer Advocate Service interests and endeavors for the assigned project throughout the Service WHERE CAN I FIND OUT MORE ABOUT OTHER IRS CAREERS? GS-14 LEVEL:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience must include experience sufficient to demonstrate serving as a consultant for management regarding IRS Labor and Employee Relations policies, procedures, and guidelines, as well as the National Agreement between NTEU and IRS; experience in applying Labor and Employee Relations theory to IRS operations by serving as a point of contact for Labor or Employee Relations programs, projects, and/or strategic plans; and experience in analyzing Labor or Employee Relations issues and preparing a report or presentation for management with the findings of the analysis.- The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.- To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must have been at the GS-13 level for 52 weeks (time-in-grade requirement).

Estimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
