The Western Regional Office of the Division of Adult Care Facility and Assisted Living Surveillance provides regulatory oversight of 131 licensed facilities and manages a caseload of around 108 licensure projects that span a setting that represents an array of services along the long term care continuum. The incumbent will serve in the field on a talented and dedicated interdisciplinary survey team to inspect adult care facilities with a primary focus on an evaluation of the facility's physical plant, environmental health, fire safety and general care requirements to determine each facility's compliance with applicable regulations and federal and local laws, rules, and codes, New York State Public Health Law, Sanitary Code, and the New York State Social Services Law. Following each inspection, the incumbent will write inspection reports that must accurately reflect the applicable regulatory scheme, review facility-developed plans of correction, perform quality assurance of survey reports and conduct follow-up inspections and/or complaint investigations. The incumbent will be responsible to perform pre-licensure inspections and conduct investigations of possible scofflaw facilities for environmental compliance and review appropriate pre-licensure documentation to confirm same. Finally, the incumbent may provide supervision of lower level program staff and will perform other duties as assigned.

Salary Range:
From $61270 to $77912 Annually

Permanent Transfer Candidates:
Current NYS DOH employee with permanent status as a Senior Sanitarian, G-18. Provisional Promotion Candidates:
Current NYS DOH employee with one year of permanent competitive service as a Public Health Sanitarian, G-14. Public Candidates for Provisional Opportunity (Open Competitive Minimum Qualifications):
Either 1. A bachelor's degree including or supplemented by 30 qualifying semester credit hours and two(2) years of experience in environmental health protection ; Or 2. A master's degree including or supplemented by 30 qualifying semester credit hours and one(1) year of experience in environmental health protection . Qualifying semester credit hours include:

In Experience in Environmental Health Protection is defined as conducting inspections to determine compliance with federal, state, or local environmental laws, regulations, and established public health standards, OR experience in the identification and notification of public health environmental hazards and the development of methods to eliminate or control such hazards and/or the spread of disease and other environmental factors impacting the heath of individuals and/or the public, such as in hospitals and long term care facilities. Qualifications:
Experience inspecting health care facilities. Experience with interpreting regulations, conducting complaint investigations, conducting survey and monitoring health care programs' compliance with rules and regulations. Strong interpersonal skills and ability to work independently, supervisory experience, excellent decision-making capability, and strong writing and editing skills. Bachelor's or Master's degree in environmental health, environmental science or public health.Estimated Salary: $20 to $28 per hour based on qualifications.
