00 PM Erie 1 BOCES is looking for a creative thinker, problem solver to fill the position of School Business Administrator.
Candidate must be a NYS certified School Business Official with either a School Business Administrator (SBA) or School District Business Leader (SDBL) with a minimum of 5 years experience in school business or have the necessary qualifications to meet the NYS civil service requirements for School Business Official and be able to sit for the exam.
Knowledge and experience with a NYS BOCES business operations is preferred.
Must have strong technical abilities and communication skills.

The School Business Administrator is responsible for the business and financial affairs of the Board of Cooperative Educational Services of the First Supervisory District of Erie County.
The Business Administrator shall oversee the operations assigned to the Finance services division by the Executive Director of Administrative Services and Operations.
These activities shall include, but not be limited to, financing and budgeting activities, financial accounting and reporting, purchasing and inventory control, management of capital projects, debt service management, insurance, transportation, fiscal reporting to the federal and state agencies as well as to the Board of Education, and such other duties as may be assigned by the Executive Director of Administrative Services and Operations.
Job Responsibilities Budgeting and Financial Planning 1.
Oversees the preparation of budget estimates of expenses and receipts for services requested by local districts and other agencies.
2.
Prepares and administers the BOCES annual budget with advice and assistance of other administrative staff.
3.
Conducts long-term fiscal planning.
4.
Assists with maintaining budget control and monitoring of budget.
5.
Assists in the preparation of district financial surveys.
6.
Assists in the preparation of district COSERS.
Accounting and Reporting 1.
Administers all facets of the accounting program for the general and special funds including voucher preparation; encumbrance system of accounting:
collection of revenue from all sources (includes preparation of BOCES bills and contracts for services); preparation of financial and budget reports for Board, District Superintendent and District Leadership.
supervises and directs the activities of all accounting and financial employees of the central office.

Directs the preparation of annual financial reports.
3.
Administers internal audits and maintains complete records for official audits.
4.
Provides financial and accounting data required by other directors and administrative personnel.
5.
Coordinates accounting activities which involve the financial activities of other divisions.
Facilities 1.
Assist Executive Director of Administrative Services and Operations with creating and executing rental agreements between BOCES and other agencies.
2.
Works with Executive Director of Administrative Services and Operations to negotiate and executes contracts for facility alteration and construction.
3.
Works with the Director Facilities and Executive Director of Administrative Services and Operations to assist in coordinating all capital project planning and reporting.
Debt Service Management 1.
Acquires short-term and long-range financing.
2.
Administers all facets of debt service, including bond register, payment disposition, etc.
Risk Management 1.
Works with Executive Director of Administrative Services and Operations and Director of Facilities to assist in coordinating the Risk Management program of the district.
2.
Assist in coordinating with the Executive Director of Administrative Services and Operations the processing and maintains the records of insurance claims made by the BOCES.
3.
Act as liaison with insurance provider.
4.
Serves as BOCES representative on Self Fund Workers' Compensation Board of Directors.
Transportation 1.
Develops, maintains and administers all transportation contracts and matters related thereto.
Other Duties 1.
Supervises the activities of the purchasing and business office staff.
2.
Acts as a BOCES representative with component districts in relation to all business matters.
3.
Serves as a consultant and aide to all component districts in the broad area of school business affairs.
4.
Supervises and administers the financial aspects of federal programs.
5.
