Investigator 1
The Office for People with Developmental Disabilities (OPWDD) has reformed its Incident Management and Investigations systems with the following goals in mind:
-Improve both timeliness and quality of agency investigations. -Foster better partnerships with law enforcement agencies. -Enhance current investigative staffing by introducing trained professional investigators. -Ensure consistency of practice throughout the state. -Improve investigative independence by providing arms-length oversight of the investigation and incident management process.
Primary Duties and Responsibilities
Under the direction of the Assistant Chief of Investigations, the Internal Investigator 2 OPWDD duties include, but are not limited to:
-Provide daily supervision, coordination and evaluation of assigned Internal Investigators 1 OPWDD. -Monitor investigative caseloads of subordinates to ensure that cases are investigated in a timely and appropriate manner. -Review all reports of interviews and interrogations conducted by Investigation Unit staff to ensure they are complete and carried out in an appropriate manner. -Train new employees in the process and techniques required in the performance of investigating Abuse/Neglect and Reportable Significant Incidents as defined under statute, -Provide direction to staff on new policies, procedures and investigative strategies. -Serve as Lead Investigator, especially on complex cases or those of a particularly sensitive nature. -Ensure that confidentiality of information gathered during the investigative process is maintained. -Routinely meet with each investigator regarding all aspects of the case and various strategies to be employed. -Manage problems that arise during the course of the investigation. -Provide testimony at arbitration hearings to support the outcome of the investigation, if necessary. -In the absence of a higher authority, take command of incident scenes. -Coordinate efforts with Field Unit Investigators and law enforcement agencies. -Inspect all facilities and equipment under his/her command, on a regular basis, and maintain appropriate working conditions. -Serve as Property Custodian for his/her Field Unit. -Communicate to the Assistant Chief/Regional Director all necessary information. -Perform all other duties as assigned by the Assistant Chief/Regional Director. Experience:
-Licensed medical profession, such as Nursing, Nursing Assistant, Therapist. -Medical Examiner's Office -Fraud Investigations or process an accredited certification in Fraud Investigations. -Lead Investigative Law Enforcement Experience within an Accredited Law Enforcement Department

Minimum Qualification
Seven years of field investigative or law enforcement investigative experience. One year of this experience must have been at a supervisory level. Investigative Experience is defined as gathering and securing information and evidence from a variety of sources through independent, non-structured activities including but not limited to the following activities:
interviewing and interrogating witnesses; collecting and analyzing data and evidence; writing and summarizing case narratives; and testifying at administrative hearings and criminal proceedings. NOTE:
Experience in credit verification; auditing; employment interviewing; building surveillance; traffic enforcement; video surveillance; performing routine inspections or surveys will NOT be considered investigative experience. Substitutions Include:
An Associate's degree for two years of field investigative or law enforcement investigative experience; or two years of OPWDD experience for two years of field investigative or law enforcement investigative experience; or a Bachelor's degree for four years of field investigative or law enforcement investigative experience. Regardless of any substitution, all candidates must have a least one year of supervisory four years of field investigative experience or law enforcement investigative experience. Types of Investigative Experience that could be considered Qualifying:
Experience in such positions as:
Police Detective; Insurance Investigator; Licensed and Registered Private Investigator;Federal Investigator;State Investigator;Municipal Investigator;Child Protective Services Investigator; Investigative positions involving trial preparations and detailed reports; or investigations within a branch of the armed forces. OR:
one year of permanent service as an Internal Investigator 1 OPWDD, SG 18.Estimated Salary: $20 to $28 per hour based on qualifications.
